Overview
Federal grants are made possible by the Institute of Museum and Library Services under the provisions of the Library Services and Technology Act as administered by the Kentucky Department for Libraries and Archives (KDLA). IMLS requires state agencies to use funds towards the following initiatives:
- expand services for learning and increase access to information and educational resources,
- increase access to electronic networks;
- develop partnerships with organizations;
- improve library services to diverse populations, individuals with disabilities, or limited functional literacy skills;
- improve services to underserved urban and rural communities.
How does KDLA determine how LSTA funds are spent?
The Kentucky Department for Libraries and Archives uses its annual LSTA appropriation to support various statewide initiatives that further the goals of the State Library Five Year Plan, including the Summer Reading Program, Interlibrary Loan, and the Kentucky Talking Book Library.

What subgrants does KDLA offer?
The remainder of the LSTA funds are distributed through competitive and non-competitive grant programs to libraries throughout the state and partnering organizations. These grants are funded annually and are designed to help KDLA achieve strategic goals. Announcements for subgrants are posted on library listservs and the KDLA website.
