Support for statewide services to all Kentucky public libraries and startup funding for innovative projects is provided through the Library Services and Technology Act (LSTA). The federal program has two broad purposes: to encourage library technology and networking among all types of libraries; and to provide assistance to the under-served and rural areas. These federal funds are administered by the Kentucky Department for Libraries and Archives.
KDLA also offers various competitive and/or discretionary grants with funding coming from a variety of sources including the federal government (often through LSTA – the Library Services and Technology Act) and the State Legislature. Each grant opportunity is announced in advance of the respective deadline and libraries are encouraged to apply. While many grants require some percentage of local match, others do not. Subject emphasis may vary from time to time, while others remain stable. See KDLA's Funding for Libraries page for KDLA and other grant opportunities.
Every public library meeting the statutory definition of a SPGE must follow the financial reporting requirements outlined in KRS Chapter 65A. The DLG will enforce penalties on noncompliant SPGEs, including prohibiting KDLA and other Kentucky governmental agencies from disbursing grants and other funds to the SPGE.
