America's Children: Key National Indicators of Well Being

 

Celebrating its 10th anniversary, the publication from the Federal Interagency Forum on Child and Family Statistics provides a summary of national indicators of child well-being and monitors changes in these indicators.

 

These include: family and social environment, economic circumstances, health care, physical environment and safety, behavior, education, and health.

 

Past reports from 1998 forward are also available on the website and in print at the State Library, SuDoc: PR 43.8:C 43.

Resource Highlight (1st Quarter 2008): Regulations Rundown

Regulations or rules affect every aspect of our lives, from the food we eat, to the clothes we wear, to our air and water. Regulations are written by executive agencies and are "a means of implementing laws enacted by Congress." There are a number of publications that offer a way of tracking regulations in their process from proposed regulations when the public may submit comments to final regulations and then to the codification of the regulations.

Regulations Rundown offers a look at these publications and how to find them through the State Library, on the Internet, and the HeinOnline database, which is available to Kentucky State Employees at http://www.kdla.ky.gov/sgworker/databases.htm.

Code of Federal Regulations (CFR) (http://www.gpoaccess.gov/cfr/index.html) the codification of the general and permanent rules published in the Federal Register by the executive departments and agencies of the Federal Government. It is divided into 50 titles that represent broad areas subject to Federal regulation. Electronic Code of Federal Regulations (e-CFR)(http://ecfr.gpoaccess.gov/cgi/t/text/text-idx?c=ecfr&tpl=%2Findex.tpl) a currently updated version of the Code of Federal Regulations (CFR). It is not an official legal edition of the CFR. The e-CFR is an editorial compilation of CFR material and Federal Register amendments produced by the National Archives and Records Administration's Office of the Federal Register (OFR) and the Government Printing Office. The OFR updates the material in the e-CFR on a daily basis. The current update status appears at the top of all e-CFR web pages.

List of CFR Affected (LSA) (http://www.gpoaccess.gov/lsa/index.html) lists proposed, new, and amended Federal regulations that have been published in the Federal Register since the most recent revision date of a CFR title available at GPO Access 1986 to the current year and Kentucky State Employees have access to the HeinOnline database with the LSA full-text in PDF from 1949 to 2000 at http://www.kdla.ky.gov/sgworker/databases.htm and in print 1987 to the present, SuDoc: AE 2.106/2:

Regulations.gov (http://www.regulations.gov) allows the user to find, review, and submit comments on U.S. government agency regulations that are open for public comment and published in the Federal Register.

Unified Agenda of Regulatory and Deregulatory Actions and the Regulatory Plan (http://www.reginfo.gov/public/do/eAgendaMain) The Unified Agenda, which is published in the spring and fall of each year, has Federal agencies agendas of regulatory and deregulatory activities. The Regulatory Plan, which is published as part of the fall edition of the Agenda, identifies regulatory priorities and contains additional detail about the most important significant regulatory actions that agencies expect to take in the coming year.

Website Highlight: Congressional Research Service Reports

Recently, KDLA conducted a survey of state employees and one of the requested items was for information on locating Congressional Research Service (CRS) reports. These reports are created by research specialists at CRS for members of Congress on topics relevant to current legislation. CRS does not make these reports publicly available. Citizens are required to request reports from their Member of Congress. Some members of Congress and non-profit groups have posted CRS reports on their websites. The University of North Texas Libraries is one institution that has begun collecting these reports to "provide integrated, searchable access to many full-text CRS reports that have been available at a variety of different Web sites since 1990." The website is available at http://digital.library.unt.edu/govdocs/crs.

The Department of the Interior was created March 3, 1849 and its mission is to protect and provide access to our Nation's natural and cultural heritage and honor our trust responsibilities to tribes and our commitments to island communities. The Department manages the Nation's public lands and minerals, national parks, national wildlife refuges, and western water resources and upholds Federal trust responsibilities to Indian tribes and our commitments to island communities.
