Kentucky Library Directory

A "Public Library" is an entity that is established under state enabling laws or regulations to serve a community, district, or region, and that provides at least the following:

  1. An organized collection of printed or other library materials, or a combination thereof;
  2. Paid staff;
  3. An established schedule in which services of the staff are available to the public;
  4. The facilities necessary to support such a collection, staff, and schedule; and
  5. Is supported in whole or in part with public funds.

To be classified an "Academic Library," a library must form an integral part of the college, university, or other academic institution for postsecondary education, organized and administered to meet the needs of students, faculty, and affiliated staff of the Institution.


Archival Collections are considered noncurrent records of an organization or institution preserved because of their continuing value.

NOTE: Special Collections which are not designated as Archives may be found under Academic or Special Libraries.


To be classified an "Institutional Library," a library must be maintained by a parent organization to serve a specialized clientele.


To be classified a "School Library," a library must support the curricular needs of and provide its collection, related equipment and the services to a staff of a single elementary or secondary school or a combined (elementary and secondary) school. This entity may be called a library, media center, instructional materials center, learning resource center, or combination thereof.


A "Special Library" must be located in a business firm, professional association, government agency, or other organized group that does not meet the criteria for: an academic, public, or school library; it must be a library that is maintained by a parent organization to serve a specialized clientele; or be an independent, special library that may provide materials or services, or both, to the public, a segment of the public, or to other libraries. The data for all libraries on an academic campus, including special libraries there, should be classified into a single report, classified as an academic library report.

NOTE: For purposes of this directory, special collections on academic campuses and university medical school libraries are listed as academic libraries.
